The economics of Artscape: Can the outdoor arts festival bounce back after COVID?

Artscape, Baltimore’s renowned outdoor festival, opened for its’ 40th year from August 2 to August 4. With a budget of approximately $1.1 million, Artscape is expected to attract more visitors compared to 2023, when turnout was just 12% of pre-pandemic attendance. Before the pandemic, the festival's economic impact reached a high of $28.5 million, and the anticipation is to return and surpass those levels in the upcoming years. Daraius Irani, Chief Economist at RESI, emphasized Artscape’s significance for Baltimore, not just economically, but also for its broader impact on the city. He noted that the art festival was initially introduced in the 1980s to attract people to downtown, as many middle-class Americans were moving to the suburbs and leaving cities behind. Earlier analyses by the Regional Economic Studies Institute estimated that out-of-state visitors to Artscape spend between $175 and $250 on average, generating a return of $2.10 in gross domestic support for every dollar spent.
